Sourcewell Expands Cooperative Purchasing Program to 24 U.S. Navy Installations
Phase II of the military support initiative gives Navy sites access to Sourcewell’s competitively solicited contracts.

Military and civilian personnel at 24 installations now have an additional tool to support and sustain installation operations. This expansion follows initial pilot implementation of an Intergovernmental Support Agreement (IGSA) between the Department of the Navy and Sourcewell . Sourcewell is a self-funded local unit of government in Minnesota.
Established in October 2024, six Navy and Marine Corps installations participated in the pilot. They used Sourcewell’s Military Support Program to deliver equipment, supplies, and services to sustain installation operations.
Task orders, funded through operations and maintenance funding, are fulfilled through Sourcewell’s cooperative purchasing program. The program leverages Sourcewell’s network of competitively awarded suppliers.
“This next phase represents a significant milestone in our partnership with the Department of the Navy,” said Chad Coauette, CEO of Sourcewell. “We’re here to support their mission by making sure installations can rely on a steady, trusted path to the resources they need.”
In total, 31 installations across the Navy and Marine Corps are now authorized to use the program.
“Phase I allowed us to validate the process and refine how task orders are developed and executed,” said Randy Fuss, Senior Director of Sourcewell’s Military Support Program. “As we move into Phase II, our focus is on scaling that execution, ensuring installations can consistently access the support they need while maintaining the standards established during the pilot.”
Phase III will include all remaining Navy and Marine Corps installations. The timing will be determined jointly by the Department of the Navy and Sourcewell.
