Overview

TIPS, the Interlocal Purchasing System, is a purchasing cooperative that gives governmental entities access to competitively awarded contracts so members can buy without running their own solicitation. It operates from Pittsburg, Texas, under the umbrella of Region 8 Education Service Center, whose executive director is Dr. David Fitts. Organisations join as members while suppliers apply to become awarded vendors, with the cooperative overseeing the contract award process and purchase order compliance. Staff are organised into membership services, contracts support, purchase order compliance and onboarding teams, with program managers assigned by Texas region and by US region across the central, midwest, northeastern, southeastern, south central and western states. A dedicated TIPS Construction department handles construction procurement, working with members and vendors on compliant construction contracts and facilitating the contractual process. The cooperative sums up its approach as purchasing made personal.
