HGACBuy

HGACBuy offers contracts covering a wide variety of products and services, many of which are capital intensive.

Overview

HGACBuy is the cooperative purchasing program of the Houston-Galveston Area Council, the largest of the 24 councils of government in Texas and a political subdivision of the state. Established under the Texas Interlocal Cooperation Act, it is a government-to-government procurement service open to state agencies, counties, municipalities, special districts and qualifying non-profits nationwide; a member joins by executing an Interlocal Contract, and H-GAC holds such contracts with thousands of members across Texas and the United States.

Every contract is awarded after a competitive bid or proposal process under Texas Local Government Code Chapter 252, and contracts are blanket agreements, usually for two or three years, covering products and services that are often capital intensive. Fleet-relevant categories include vehicles, apparatus and equipment, along with services such as trenchless pipeline rehabilitation and all-hazards preparedness and recovery. HGACBuy staff act between member and vendor when a purchase stalls, which is the service a fleet superintendent from the City of La Porte credits on its site.
