Off-Road Equipment

Off-road equipment is the other half of the split described under Motor Vehicle, and in many agencies it is the half nobody counts. Parks mowers, a backhoe at the water yard, the chipper on the tree crew, portable generators and light towers, compressors, and the trailers that move them all belong to the fleet operation whether or not they appear in the vehicle count.

The difference that changes the most is the meter. Equipment is measured in engine hours, not miles, and the two do not convert. A mower at 900 hours and a pickup at 60,000 miles are not comparable assets, cannot share a preventive maintenance interval, and should not sit on the same replacement schedule. Utilization means something different too: an asset used hard for four months of the year and parked for eight is not underused, it is seasonal, and a utilization report that cannot tell those apart will recommend disposing of the snow equipment.

The second difference is who owns the money. Equipment is often bought out of a using department’s own budget, by people who will not maintain it, while the fleet shop carries the work for the rest of its life. That is where the friction usually is: the shop absorbs the labor, the parts and the downtime for assets it had no say in specifying and cannot schedule for replacement. Fleet managers who get this under control usually do it by getting into the specification conversation early rather than by winning an argument about budgets.

Practical consequences follow from the same place. Most equipment is not titled or plated, so it sits outside motor vehicle registration and is often insured differently. Operators need training and sometimes a certification, but not a commercial driver’s license. And because much of it cannot legally or safely travel on a road, the trailer that moves it is part of the asset in everything but the inventory.
