In-vehicle hardware reporting location, engine data and driver behavior. The main source of usage data a modern fleet has, and a live policy question in the public sector.
A telematics unit reports where a vehicle is, what its engine is doing, and how it is being driven. For a fleet manager the practical value is that it replaces self-reported and estimated data with measured data: real utilization, real idle time, real fault codes.
Public sector deployment carries a dimension commercial fleets do not face. The vehicles are driven by public employees, often under collective bargaining, and location data about a person at work is sensitive whatever its operational purpose. Deployments that go badly usually went badly because the policy arrived after the hardware. The ones that go well settle in advance what is collected, who can see it, how long it is kept, and what it will and will not be used for in a disciplinary context.
There is also a public records dimension worth knowing before an implementation rather than after a request. Data held by a public agency may be subject to disclosure, and the specifics depend entirely on state law. That is a question for the agency counsel and not one a vendor can answer.
The common disappointment is not technical. It is buying a system that produces much more data than anyone has time to act on, and then using it for none of the three things that justified it.
